The Welsh Rugby Union (WRU) has launched a major consultation on the future of elite rugby in Wales and they want to hear from everyone, from players and clubs to fans across the nation.

The formal consultation kicks off on 1 September and will run until 26 September, with the aim of addressing the biggest challenges facing the professional game and ensuring long-term success for both the men’s and women’s national sides.

What’s on the table?

The WRU has set out a “proposed optimal system” for elite rugby, built around five interconnected elements designed to deliver transformation across the game. Central to this is the structure of the professional club system, with four potential models being put forward:

The WRU’s preferred option is Model D, which would see two professional clubs, each running both a men’s and women’s team. This approach would focus talent and investment, while also freeing up resources to strengthen the semi-professional game, enhance academies and pathways, and accelerate growth in the women’s game.

A bold vision for the future

The plans also include the creation of a new national rugby campus – a world-class training hub for national teams, academies, and professional clubs. The WRU believes this would provide a uniquely Welsh environment, designed for collaboration, innovation, and long-term competitive advantage.

WRU CEO Abi Tierney said:

“We are clear that the current rugby model in Wales is no longer delivering what our game needs. This consultation is about listening – every voice matters, and everyone must have a seat at the table to help shape the future of rugby in Wales.”

WRU Director of Rugby and Elite Performance Dave Reddin added:

“This is a genuine consultation process. We have our own ideas, but the best solutions come from listening. We encourage people to challenge our thinking and help us build something we can all get behind.”

How to get involved

The WRU is urging the whole rugby community to share their views. Fans, clubs, players, sponsors, and supporters’ groups will all have the chance to feed into the consultation.

WRU Chair Richard Collier-Keywood summed up the importance of the consultation:

“We have a once-in-a-generation opportunity to get this right and create an exciting future for our game. The Board will listen carefully to all feedback before making a decision in October.”
